The Electronic Capital Planning and Investment Control (eCPIC) is a web-based government-owned GOTS (government off-the-shelf) product developed in 2003, as a replacement to the Information Technology Investment Portfolio System (I-TIPS). It was designed to support Federal agencies with the management and control of their IT initiatives, portfolios, and investment priorities. In addition, eCPIC generates the Office of Management and Budget (OMB) Exhibit 300. Several pieces of legislation such as the Clinger Cohen Act of 1996 (CCA), Government Performance Results Act (GPRA), Federal Acquisition Streamlining Act of 1994 (FASA), Federal Acquisition Reform Act of 1995 (FARA), and the Government Paperwork Elimination Act (GPEA) influenced and were incorporated into the underlying principles of developing eCPIC, and sets the basis for how government agencies should manage information resources. Using a component-based architecture, the tool is constructed using a suite of application and navigation components designed to provide a user-friendly interface and to comply with OMB requirements for managing investments. It offers a streamlined approach for portfolio management activities; state-of-the art E-Government (E-Gov) architecture; integrates with MS Office and Enterprise Architecture tools; is 508 compliant; and provides the ability to create XML files for Exhibit 300 submission to OMB. eCPIC also interfaces with OMB's IT Dashboard and facilitates monthly submissions of investment cost, schedule, contract, and performance data. The system is currently owned and used by 15 Federal agencies to help determine the most efficient allocation of information technology spending to meet agency mission needs. Decisions on operations, maintenance, functionality, and enhancements are implemented through the eCPIC Service Level Agreement (SLA) and the Federal eCPIC Steering Comittee (FESCOM), under the auspices of the Federal Chief Information Officer Council. The FESCOM is responsible for the operations, maintenance and future direction of eCPIC, and is managed by the General Services Administration (GSA). Interagency Agreement DW-47-93919901 between EPA and GSA for utilization of the eCPIC application expired on September 30, 2009. A new seven year Interagency Agreement (DW-47-92318901-0) was processed in FY2010 as a continuation of the expired Agreement.
